Reclassification for industry, logistics or farm-worker housing: can you build on it in Portugal?
Possible only through the municipality: rustic land can become urban for industrial, storage or logistics use, dry ports or farm-worker housing by changing the territorial plan or by the simplified procedures in article 72 of the RJIGT.
- Answer
- A plan change or simplified procedure is needed; the owner cannot do it alone.
- Condition
- Where the plan is not a detail plan, an execution unit must be delimited and infrastructure and services guaranteed.
- Register
- The reclassification is registered at the land registry by the council, with the deadline for the works.
- Who decides
- The municipality.
- Council rules
- The municipal plan (PDM) sets the detail for your plot; ask the council for a planning certificate (certidão) and the plan maps.
- Legal basis
- RJIGT article 72(8) and (10), as amended by Decreto-Lei 117/2024 and Lei 53-A/2025
